James Toma will teach a Government Externship seminar as part of UCLA School of Law’s part-time externship program. He is currently Special Assistant Attorney General at the California Department of Justice. James serves as a legal and policy advisor to Attorney General Rob Bonta on health matters. He claims a diverse legal and policy background, supervising investigations and enforcement actions, and reviewing hospital transactions. Prior to DOJ, he was a litigator in the private sector. His portfolio includes healthcare policy, healthcare transactions, healthcare fraud and consumer protection, opioids, reproductive rights, and tobacco. He was previously a Mayor and Councilmember for the City of West Covina.

Toma received his B.A. with distinction from Yale University, his M.P.P from UC Berkeley Graduate School of Public Policy, and his J.D. from UC Berkeley School of Law.
